A broadband bundle on a mobile plan is one of the larger discounts available in Australian prepaid, and one of the most conditional. The TPG summary publishes both the standard charge and the bundled charge, and then states the condition in the same document.

Medium through Extra Large each save $5 a month. Small has no bundled price published, which means the discount is not offered on that plan rather than that it is zero.
The condition, in the summary own words
The bundling discount requires the mobile service to be linked to an existing customer active TPG broadband service. If the associated TPG broadband service is inactive for any reason, the standard monthly charge applies. Supply of the mobile service does not require bundling; the discount is what requires it.
How promotions interact with the bundle
The summary is explicit that promotional discounts cannot be used in conjunction with the broadband bundling discount. If you take a promotion, the bundling discount does not apply during the promotional period, and it resumes after the promotion concludes. So the two are alternatives, not additive, and the summary warns about the transition explicitly.
If you are already a TPG broadband customer, the bundled price is the real price and the comparison against other providers should use it. If you are not, the standard price is the only one that applies to you.
